Making an internal mobility effective
The HR Department is an adviser to all stakeholders and a facilitator in the decision-making process. The responsibility for deciding to make the mobility happen resides with the departmental managements.
The timeframe for implementation of the move is subject to the needs of the staff member’s current and future organisational unit. Usually the stakeholders agree on a transition period that allows the staff member to start working in the new unit while ensuring a transfer of knowledge in the staff member’s previous unit. It is usually recommended that the transfer take place within a maximum of 3 to 6 months after the decision for a change has been taken, even with a transition period.
Administrative Circular N°17 (Rev.1) states that the Organization is allowed ‘to adapt its human resources and organic structures to its changing needs’ by changing ‘the functions and/or the organizational unit of a Staff Member.’ As a consequence, you must accept this change.
However, this does not prevent you discussing this change of position with your management and your HR Adviser.
This is a problem to be solved at a managerial level. However you should inform your HR Adviser who can facilitate the finding of a solution.
